What Does a Project RPO Engagement Actually Look Like? A Timeline

One of the biggest barriers for small- to mid-sized companies adopting project RPO isn’t cost or skepticism — it’s uncertainty. Leaders simply don’t know what a project RPO timeline looks like in practice, and that ambiguity is enough to stall a decision.

So, let’s demystify it. Here’s what a typical project RPO engagement looks like from first conversation to final hire. And because project RPO is a fundamentally different proposition from a full-cycle enterprise engagement, the timelines are meaningfully shorter. We’re talking weeks to mobilize, not months.

Phase 1: Discovery and Scoping (Week 1–2)

Before any recruitment begins, your RPO provider needs to understand the shape of the problem. This phase involves:

  • Defining the number, type and level of roles to be filled
  • Agreeing on the target time-to-hire and quality benchmarks
  • Understanding your existing process, tools and brand standards
  • Establishing how the RPO team will integrate with your internal stakeholders

This last point matters more than it might seem. Even in a short-term engagement, the people most affected by the change (i.e., hiring managers, HR business partners, anyone whose daily workflow will shift) need to understand what’s coming and why. A quick stakeholder alignment conversation at this stage prevents friction later. Top RPO providers will help you structure it.

Leading RPO recruitment companies will also run a light-touch market analysis at this stage, checking talent availability, competitor hiring activity and realistic salary benchmarks for the roles in scope.

What you should expect: A clear project brief and a mobilization plan before any hiring activity begins.

Phase 2: Mobilization and Setup (Week 2–3)

This is where the operational infrastructure is put in place. Depending on the complexity of the engagement, this typically includes:

  • Briefing and training the delivery team on your roles and culture
  • Setting up a tech stack quickly or learning your ATS or recruitment system
  • Building out job descriptions, screening criteria and candidate scorecards
  • Activating sourcing channels (job boards, direct sourcing, referrals, talent pools)

For a straightforward project, mobilization can happen in as little as one to two weeks. Larger or more complex programs may take three to four weeks. Either way, this phase should be fast—not months-long like a traditional outsourcing implementation.

Phase 3: Active Delivery (Weeks 3 to Project End)

This is the main event. The RPO team is actively sourcing, screening, assessing and presenting candidates against your agreed criteria. During this phase:

  • You receive a regular pipeline view (usually weekly) showing candidate volumes at each stage
  • Hiring managers engage with pre-screened shortlists rather than raw applications
  • The team tracks SLAs like time-to-shortlist, interview-to-offer ratios, etc.
  • Any issues with candidate quality or pipeline volume are flagged early with a recommended course correction

Your involvement during this phase is focused on interviews and hiring decisions — not administration. That’s the point.

It’s worth setting the expectation internally that even in a shorter engagement, there’s a settling-in period. The first two to three weeks of active delivery are when the process gets calibrated—sourcing channels tested, screening criteria refined, feedback loops established. Leading RPO recruitment companies will learn and adjust quickly.

Phase 4: Wrap-Up and Handover (Final 2 Weeks)

As the project RPO timeline wraps up, a good provider will formalize a close-out process that includes:

  • Final performance reporting against agreed SLAs
  • A pipeline summary of candidates not yet placed but worth retaining
  • A debrief on what worked, what didn’t and what to consider for future campaigns
  • Clean handover of candidate data to your internal systems

This phase matters more than most clients expect. The intelligence gathered during a project engagement—which sourcing channels performed, where candidates dropped off, what salary expectations looked like in practice—is genuinely useful for your next hiring cycle, whether or not you use an RPO provider for it.

The Realistic Project RPO Timeline

For a project involving 20–50 hires, most organizations should expect:

  • Weeks 1–3: Discovery, scoping and mobilization
  • Weeks 3–14: Active delivery (volume-dependent)
  • Weeks 14–16: Wrap-up, reporting and handover

The total elapsed time from initial conversation to final hire is typically 12–16 weeks for a mid-sized project, though faster delivery is possible for urgent or simpler campaigns.

The key takeaway: Project RPO is faster to stand up, and faster to wind down, than most people assume. If speed is a concern, it’s often the argument for project RPO—not against it.

Is Project RPO Right for You?

If you’re looking at a hiring challenge and wondering whether there’s a smarter way to tackle it than going it alone or defaulting to staffing agencies, it’s worth a conversation. Project RPO isn’t the right answer for every situation, but when it fits, it moves fast and delivers results that are measurable from day one.

Scaling Smart: How Project RPO Transformed European Recruitment

A sustainability consulting firm turned to PeopleScout for multi-country project RPO in Europe and beyond.

10 countries
55 day time-to-offer
2:1 presentation-to-interview ratio

Situation

A sustainability consultancy operating across Europe needed end-to-end recruitment support. They were hunting for hard-to-fill positions that required serious sourcing expertise and multilingual capabilities.

As a consultancy, their business volumes fluctuated dramatically. They needed a solution that could scale up when projects boomed and scale down when things quieted—all while maintaining consistent service quality. Because when you’re a consultancy, your people are your product, and agility isn’t just nice to have, it’s business critical.

The organization turned to PeopleScout looking for a provider who could work seamlessly alongside their existing talent acquisition team throughout Europe. They wanted a partner who could bring sourcing experience for those tricky roles, language skills and talent advisory services that would give them a competitive edge.

Solution

We landed on something that would transform their entire recruitment approach: a team of Recruiters on Demand (RODs) who would partner with the client’s existing team, work directly with their systems, and support in a sourcing and screening capacity that could flex with their business needs.

They needed to amplify their capabilities with specialists who brought different skillsets and a different mindset to hard-to-fill roles.

Building the Partnership Framework

To make sure we were making the right hires the first time and every time, we partnered with the client to create a comprehensive playbook, a living, breathing guide that ensured every new ROD could hit the ground running.

We implemented buddy systems that got people up to speed fast. The approach was so effective that as our RODs demonstrated success, some started to own requisitions end to end.

The EMEA Expansion

Our creative solution grew to six RODs at the height of the European recruitment operation, including crucial German-speaking capability. The team delivered remotely from Poland, supporting recruitment across Romania, France, Germany, Netherlands, Spain, Switzerland, Portugal, Poland, and the UK—a truly pan-European effort that created competitive advantage across multiple markets.

Ultimately, the team filled over 150 positions spanning Finance and HR through to Environmental Consultants and Specialists. Each role required industry-first thinking and specialised sourcing techniques that our ROD team brought to the table.

Alongside the ROD specialists, we provided a dedicated account team consisting of an Account Director and Relationship Manager who conducted quarterly and annual business reviews, creating an environment for continuous improvement, genuine partnership, and thought leadership in action.

Conquering North America

The success in Europe was so compelling that the solution was extended, deploying two additional RODs to cover North America. Our team continued to work remotely from Poland, adjusting to U.S. hours to accommodate the work—proving that great talent solutions know no boundaries.

This expansion demonstrated the scalability of our creative approach and how the right people with the right mindset can deliver results regardless of geography or time zones.

Results

The numbers tell the story of a partnership that delivered exactly what the client needed:

  • End-to-end excellence: Requisitions worked from start to finish with an impressive 55-day time-to-offer
  • Quality that counts: 2.5:1 presentation-to-interview ratio, proving the exceptional quality of candidates being sourced, screened, and the team’s deep understanding of the business
  • Seamless integration: PeopleScout’s ROD team worked so effectively with the client’s talent acquisition team that they became an extension of the client’s capabilities
  • Scalable success: Solution flexed from 2 to 6 heads in Europe and successfully expanded to North America
  • Multilingual mastery: German-speaking capability opened doors across key European markets
